What is the "TCP DNS hang" issue, anyway?

The 1.0.0.24 firmware update includes a fix what is called "the TCP DNS hang issue". I can't seem to find a summary of what exactly this problem is.

My office of 10 users has been dealing with some nagging problems between Outlook and a new Exchange host since moving to the service in December. We installed the WNDR3800 about six weeks before that. Overall network performance hasn't been a problem, which would seem to exonerate the router. Now that I've seen this fix called out in the firmware release notes I'm beginning to wonder....
