Question 2 routers, 2 WAN ip into single private network

We have 5 WAN IPs from our ISP. One is used for VPN tunnels established via VPN FVS318 to 5 divisions. Works fine.

Added another FVS318 router to a different WAN IP and hooked it to the same internal network. Want to use this to allow traveling employees access to VPN server on a server on the internal network. Routed port 1723 to the appropriate internal server. Does not hook up from the outside.

If I put the new router on the network alone. and remove the VPN endpoints router, it works. Is there a reason why the new router will not send the port traffic from this other external WAN IP when the exisiting router is on the same network (albeit different external WAN IP)?
