here is ping command i did with a packet size of 3024 bytes.

Also I forgot to mention I did add my local DNS to one of the remote PC's hosts file but still file transferring and open and closing was still very slow on a 44kb file......

The pings are fine and show you should be able to transfer a 44KB file in a fraction of a second even with your current settings.

I'd focus your attention on the anti-virus software at this point. Try temporarily disabling it on one and/or both sides and see if things speed up for you.
