That is almost certainly a sign of a failing SC101 power supply.
The new disk could work if it draws less current which your SC101 power supply might be able to deliver (or not)...

Existing or non-existing file systems are not relevant when issue is recognition of HD in SC101, signaled by constant green or flashing power LED.

New disc arrived today, emppty with no file system.

Green flashing light remains. I will request a replacement power supply form the seller.
