If you already did a hard reset then the problem is still there. Please use the CD to perform a Firmware Recovery, after the recovery. Setup the router and get it online then download the latest firmware and do the manual upgrade.

I was in the same boat, without a CD to recover from. Here's the solution, as given to me by Netgear (and it worked). It requires a Windows machine hooked up to your router, and some way to download the following files and get them to that machine.
  1. Visit http://www.tinyurl.com/vaidee to download tftp2.exe.
  2. Visit http://support.netgear.com/app/produ...del/a_id/11640 and download the latest firmware that isn't beta (1.0.7.98 as of this writing).
  3. Go to your network adapter settings in Windows and set your IP to 192.168.1.10 (or something in your routers IP range). Set the subnet to 255.255.255.0 and the gateway to 192.168.1.1 (which should be your router).
  4. Open the tftp2.exe file and enter the server address 192.168.1.1 (the router). The password should be your previous router's admin password (the default is 'password'). Then select the .IMG firmware file you downloaded in step 2.
  5. Click Upgrade. This should send the .IMG firmware to your router (192.168.1.1) and upgrade it successfully. Done!

Netgear use to provide the Recovery CD downloadable from their website, as it was easier to use than tftp.
