WNR3500: Is Internet Access QoS independent of Bandwidth Control?

On the web admin interface for my WNR3500 v1 router there is a "Turn Internet Access QoS On" button and a separate "Turn Bandwidth Control On" button that appear to be independent of one another. The web page does not have any description of what the Bandwidth Control does and whether that needs to be on if one is trying to use QoS to priority network traffic. Anyone know the answer?

As an aside, I tried searching the forums but I was not able to figure out how to restrict search results to posts that contain all the keywords I wanted to include.
