Default Wireless Router showing wrong IP address.

when I connect the PC directly through the modem, the speed is 30 down/ 3 up.
When I add the router (RangeMAx WPN824N), the speed drops down to 0.5 down and 0.3 up.
The other issue is that the router is showing another IP address which is from my prev. ISP provider not the current one and I can't change it.
Any help?

The problem is not in the speed. I don't need more than reasonable speed. but not .5 mbps.
The problem is the router is picking up a wrong ip not the one provided by my cable company.
The question is how to change it.
Thank you
