Help with understanding? operation of USB ports

I am using the EVA8000 USB port to power a Bluetooth receiver, and it works differently on this device to when its attached to a PS3 USB port. Is USB operation meant to be standard across different devices?

If I put the EVA into standby the USB port still delivers power to this device, but it causes a few issues. With the PS3 on standby there is no power to via the USB port.

So can anyone tell me, when the EVA is in standby is it delivering full power via bothn of its USB ports, or could it possibly be only delivering partial power?
